Description

The County’s Land Use Services (LUS) Department is progressive and proactive in working with applicants throughout the land development process. The department recognizes the challenges and risks associated with development and is committed to partnering with customers to support their success.


The department’s practices are designed to provide applicants with an effective and efficient development process:

Customer Service: LUS works to understand the objectives and business plans of applicants, serving as navigators through the permitting process with a “Yes-If” and “Right-Once” approach that aligns with customer goals.

One-Stop-Shop: From concept to ribbon-cutting, LUS integrates entitlement, grading, and building permitting and inspection through its Development Services team in collaboration with Public Works, Environmental Health, and Fire departments.

Project Coordinators: Dedicated project coordinators manage workflows, enhance communication, and provide applicants with ongoing and consistent points of contact throughout the development process.

Streamlined CEQA Review: The department implements progressive CEQA procedures that leverage the adopted General Plan and certified Environmental Impact Report (EIR) to reduce review times while ensuring thorough environmental oversight.

Managed Development Processes: Internal schedules and milestones are actively managed with executive-level engagement, ensuring consistency, clarity, and efficiency across all stages of project review, permitting, and inspection.

Complete County Perspective: The County team maintains strong internal communication and is functionally aligned to provide a coordinated and comprehensive approach to development.
